The film deals with the main character, Elling, an anxious man in his forties, and his struggle to cope naturally in society. He suffers from anxiety, dizziness, nervous tendencies, which prevent him from living alone. Ealing had lived with his mother all his life, and when his mother died, the authorities took him from the apartment where he lived and sent him to an institution. Where he meets a roommate is Kjell Bjarne. The Norwegian government is paying the two to move into an apartment in Oslo, where every day is a challenge and with some help from a social worker they must prove that they can get out into the real world and live a normal life.
